Overview

T12 Technologies is seeking a skilled and experienced Training Specialist / Instructor to support the Maryland Workers’ Compensation Commission (MWCC) CompHub implementation. In this role, you will develop and deliver comprehensive training programs for CompHub end-users, including Commission staff, claimants, attorneys, employers, insurers, and medical providers. You will create engaging training materials, conduct in-person and virtual training sessions, assess training effectiveness, and collaborate with subject matter experts to ensure training content accurately reflects workers’ compensation processes, CompHub workflows, and platform updates. This position is onsite in Baltimore City.

 

Key Responsibilities

Training Development & Delivery

  • Design, develop, and deliver comprehensive training programs tailored to diverse CompHub end-user populations, including Commission staff, claimants, attorneys, employers, insurers, and medical providers.
  • Conduct in-person and virtual instructor-led training sessions, adapting delivery methods to accommodate user groups with varying technical proficiency levels.
  • Develop and maintain engaging training materials, including user guides, job aids, quick reference guides, video-based training content, and e-learning modules.
  • Facilitate training needs assessments with Commission staff and external user groups to identify role-specific training gaps and develop targeted instructional content.
  • Assess training effectiveness through evaluations, feedback mechanisms, and performance metrics; continuously improve content based on findings.

 

Instructional Design

  • Apply instructional design methodologies, including ADDIE and SAM, to create structured, outcome-driven training programs.
  • Design training programs for diverse user populations including legal professionals (attorneys), medical providers, employers, insurance representatives, and Commission adjudication staff.
  • Develop training materials covering claim intake workflows, FROI submission processes, hearing scheduling, document management, portal navigation, and role-specific CompHub
  • Create video-based training content using appropriate authoring tools and learning management systems (LMS).
  • Publish, manage, and distribute training materials, user guides, and knowledge base content via SharePoint Online.

 

Collaboration & Content Accuracy

  • Collaborate closely with subject matter experts, project managers, and technical teams to ensure all training content accurately reflects workers’ compensation processes, CompHub workflows, and platform updates.
  • Monitor Azure DevOps release notes and sprint documentation to incorporate platform updates and new feature releases into training content on a regular basis.
  • Partner with the MWCC team to understand the Commission’s diverse external user base characteristics and tailor training content to role-specific needs and technical
  • Brief stakeholders and leadership on training program progress, outcomes, and recommendations for improvement.

 

 

Education

Required: Bachelor’s Degree in Education, Instructional Design, Information Technology, or a related field. Candidates without a Bachelor’s Degree will not be considered.

 

 

Experience

General Experience

  • 5+ years of experience in technical training or instructional

 

  • 3+ years of experience developing e-learning
  • 2+ years of experience developing and delivering end-user training specifically for workers’ compensation, insurance, state government claims management, or another regulated industry case management This is a hard requirement — general IT training experience alone will not satisfy this criterion.

 

Specialized Experience

  • Proficiency in instructional design methodologies including ADDIE and
  • Experience with learning management systems (LMS) and e-learning authoring
  • Knowledge of adult learning principles and training best
  • Familiarity with software development processes and technical
  • Experience creating video-based training
  • Familiarity with Maryland workers’ compensation processes, FROI submission workflows, hearing scheduling, and claims management terminology is strongly preferred.

 

 

Skills & Competencies

  • Strong presentation and public speaking skills with the ability to engage diverse
  • Excellent written and verbal communication
  • Ability to explain complex technical and regulatory concepts clearly to non-technical
  • Proficiency in Microsoft Office Suite and graphic design

Adaptability to learn and teach new technologies quickly in a fast-paced project environment. Ability to conduct training needs assessments and develop targeted instructional content.
