About me

I have had a career spanning nearly 36 years in various types of policing environments: State University, small town, metropolitan city, the Middle East and Central Asia, Africa, Ukraine and the Balkans.  My experiences in management, leadership, training and project development make me well suited for a position.    These experiences involve training, mentoring, training development, budgeting, management reform, ensuring gender equity and open access to justice.

    I worked in a variety of diverse neighborhoods the administration bureau and Chiefs office of SFPD as an officer, sergeant , lieutenant and acting-captain. I facilitated the departments transition to Community Policing and wrote the SFPD strategic plan for community policing. I also completed yearly reports on the state of community policing and strategies to achieve its implementation in the SFPD and enhance police-public partnerships, facilitated a bay area-wide problem solving forum and presented community policing training. I monitored this process for the Chief of Police from 1993 to 1998. I managed the departments renovation and modernization of its data and reporting systems, working closely with the Comptrollers office and State on security issues. I mentored officials from Egypt, The Netherlands, post-apartheid South Africa and Russia. I worked closely with human rights activists in San Francisco to help create the “Climate of Trust” program for tolerance and diversity for Russian police in several Russian republics, from 1998 and past My retirement, into 2003. I am certified by the California POST commission as a middle-manager. I am also certified by the FBI and USDOT as a Master Trainer. As a sector sergeant and FTO I trained and mentored future police leaders in the benefits and strategies of community policing and problem solving.
